I ended up setting both to what I think is the maximum allowed by XMR, which is 5000, respectively. Short version is that vbv_maxrate will set the maximum allowed bitrate - so, in this case, 2000 bits / 2 Mbps. If you want to know more about what exactly those do, Google is your friend. It looks like, by default, Handbrake sets 'vbv_maxrate' to 62500 and 'vbv_bufsize' to 78125. Does anyone know how the quality settings work.
